According to Rabbi Eliezer, the world was created on the twenty-fifth of Ellul, the Sixth Day (on which man was created) being Rosh Hashana (The first of Tishri). See Talmud Rosh Hashana 10b.

The normal blessing for the coming month, said on the last shabbat of each month, is not said on the last Shabbat of Ellul for Tishri.

The first of Ellul is the New Year for animal thithes (See leviticus 27:32 and Mishnah Rosh Hashana 1:1).
The first of Ellul is also the New Year for tithes of vegetables: vegetables reaped before that date are not thithed together with those reaped after that date.

On the twenty-fifth of Ellul, Nehemiah and his helpers completed the building of the walls of Jerusalem (Nehemiah 6:15).
